The 20-Year Building Requirement — and Who Does What
Dubai’s Law No. (3) of 2026 concerning the Quality and Safety of Buildings introduced a Quality and Safety Certificate requirement for buildings that have reached 20 years of age. The assessment explicitly covers mechanical and electrical installations in external and common areas — ventilation, pumps, common-area electrical distribution, water systems, risers and associated services — alongside the wider building condition.
The process separates two roles, and it is worth being clear about which one SKN fills. A qualified engineering firm carries out the official assessment and supervises the remedial work; owners must then appoint a registered contractor to rectify the defects.
